Introduction
1. On October 27th 2005 Singapore’s Minister for Manpower and Second
Minister for Education Dr Ng Eng Hen officially launched the Singapore
Workforce Skills Qualifications (WSQ) system. This system is the
centrepiece in Signapore’s long-term strategy to develop, enhance
and maintain a highly-skilled globally competitive workforce. The
planning and development of the WSQ commenced with the formation
of Singapore Workforce Development Agency (WDA) in October 2003
and will be in place across all industry sectors by 2009.
2. The formation of the WSQ marked a significant and major commitment
in Singapore to a new approach to the development of a skilled workforce
to support national economic growth and manpower planning. It parallels
and complements the already well-established and highly regarded
pre-employment training (PET) system conducted by the Institute
of Technical Education (ITE), the five polytechnic institutions
and Singapore’s four universities. These institutions which comprise
the formal education and training system focus on the prepartion
of the school-leaver population (the 16-24 age cohort) entering
the workforce. The new WSQ system addresses the needs of the adult
workforce.
